Whistleblowing protections have historically been seen as something that apply specifically to employees and workers. Over the last few years there has been a move towards expanding whistleblowing provisions to cover trustees and other volunteers.
It should also be noted that most clergy are office holders and therefore they too have historically been excluded from a strict interpretation of the law.
This Whistleblowing Policy specifically applies to clergy, lay ministers who are authorised by the diocese and to DBF volunteers (e.g. trustees and people serving in the governance structure).

The Diocese encourages PCCs to provide similar whistleblowing provisions for those who are not workers.
Employed parish staff fall under the relevant PCC policy for employees.
